Panels don't get proper focus when clicked while a window already has focus.
In the example (url), the terminal widget or the application launcher search field dont get focus so one cannot enter text, 
The active window has to be deselected by clicking on the desktop first, which is annoying when your window is maximized for example

Reproducible: Always



Expected Results:  
Panels should acquire focus by clicking on them, not by deselecting the active window first
