1. Currently, it is not possible to move application launchers on the panel by dragging and dropping them in different positions on the panel.

2. Providing the capability of moving the launchers on the panel will help users to place applications in the same locations in order to facilitate efficient use of the applications.  

Reproducible: Always

Steps to Reproduce:
1. Click the right mouse button on a launcher in the panel and try to move it to a different location on the panel.
Actual Results:  
1. Inability to relocate any application launcher.

Expected Results:  
1. It should be possible to drag and drop any application launchjer to any location on the panel.

1. Both the Gnome and Ubuntu desktop environments provide the capability of moving application launchers to different locations.

2. The computer system in question uses Kubuntu 12.04, 64 bit.

If you "Unlock Widgets", then click on the panel configuration icon (the "cashew" at the right most position in panel), are you then able to rearrange the icons?

I tried the procedure suggested by you using the best interpretation
thereof that I could arrive at. I could not move an application icon such
as KDE Kontact or Firefox to another location on the panel.

This probably worked in Plasma 4 (which is now unsupported), and it certainly works in Plasma 5 (I do it all the time). If you can reproduce this issue in Plasma 5, please open a new bug.
