Set time to auto update. reboot. KDE has forgotten the auto update setting and clock does not update from an NTP server.

Reproducible: Always

Steps to Reproduce:
1. Right click on clock.
2. Select "Adjust Date and Time"
3. In the dialog that comes up tick "Set date and time automatically".
4. KDE updates the system time and clock updates too.
5. Reboot. 
6. Upon login, the time reverts back to the BIOS clock (I think) and right clicking as before shows the "Set date and time automatically" box has been unchecked somehow.
Actual Results:  
KDE does not auto update time from an NTP server.

Expected Results:  
KDE should remember to auto update time every login.
