if you try go down using the right sidebar, it will be stopped when find the horizontal sidebar in the page

(excuse my english, i try to improve it)

Reproducible: Always

Steps to Reproduce:
1. click over the right sidebar buttom
2. move down
Actual Results:  
move down stop when find the horizontal sidebar

Expected Results:  
let's go down

Could you please specify the version of Konqueror you are using?

THE KONQUEROR VERSION IS 4.4.5
