In the desktop effect settings, I can only have Magnifier work when I turned on Zoom at the same time.  They both share the same key shortcut, but only one can work.

I need to check both, apply, uncheck another (i.e., zoom), apply, then check zoom again to make the Magnifier work.  Similar way to make zoom work.

Reproducible: Always

Actual Results:  
I need to check both Zoom and Magnifier to make one of them work.

Expected Results:  
Magnifier should work even if I don't check Zoom.  And vice versa.

Sorry, i can't follow you.
It is true that only zoom XOR magnifier can work at the same time - there's a bug about this and the situation with the config dialog is anything but ideal but i only can cause trouble when attempting to activate both at once - from there on changing becomes "random" until i deactivate both and select only one.
-> Is that what you observe?
