I have various places in my Places bar. When I open a Open/Save As dialog, the places bar is not scrolled to the top. This obscures my "Home" entry which I regularly need.

Hmm, I think that is actually a feature as reflected in the screenshot : " your current working directory is ~/Documents, so the place panel uses that Document entry among all available places as the active one and scroll to it". 

Try " cd ~ ; kwrite somefile.txt" and open that dialog,  it should work as you have expected.

Works for me in KDE Frameworks 5.47.
