After insstalling gpg4win on our workstation, Outlook 2003 cannot send outgoing email.  It receives incoming Email fine, even the encrypted ones, and Kleopatra decrypts it fine.  Generating outgoing email and selecting the send button does not process through.  The workstation is XP professional.

It's not a Kleopatra issue. Please ask on gpg4win-users mailing list or search for gpgol bug reports.
Looks like you using Exchange server for sending which is not supported by gpgol.
