Propose patch

In Ubuntu, we've been encouraging people to submit quicklist (or Actions[1]) patches for various applications.  Graham Castleton submitted one for K3B.

I don't believe KDE does anything with them yet.  But in GNOME Shell and Unity, they provide a little extra functionality.
