Dragging a maximized screen-snapped window to the top unmaximizes it (this is intuitive).
Dragging a maximized window that is not currently snapped to cover exactly the screen to the top also unmaximizes it, and centers it horizontally at the top of the screen. This is unintuitive, the window should just snap to be centered on the screen while staying maximized.

Reproducible: Always

Steps to Reproduce:
1. Maximize a window.
2. Move it partially off-center.
3. Drag it to the top screen edge.
Actual Results:  
The window gets unmaximized and centered on the top screen edge.

Expected Results:  
The window should stay maximized and be centered so that it covers exactly the screen.
