Since KDE 4.8, the first level layout "French (Switzerland)" doesn't exist anymore, one has to select "German (Switzerland)" and the use the variant French.

While this makes sense from the technical POV, the common user upgrading from KDE 4.7.x will now loose the possibility to use the combined accents ^, ` and " in his default layout.

Steps to Reproduce:
Happens on upgrade with no additional layouts selected.
until KDE 4.7.x it was possible to select a primary layout "French (Switzerland)", now one has to select "German (Switzerland)", then select the French variant.

This problem can be corrected by editing the layout as described above, but from a user POV this appears to be a regression and most people will not know how to correct that.

KDE does not specify layout configuratons - it only allows to configure them.
