I was told that it belongs to kdebase-apps, which is also the obvious place to look for it

This was fixed for KDE 4.8.  You can see the change live on the "development" branch of docs.kde.org:
http://docs.kde.org/development/en/kde-baseapps/

It should go live on the stable branch when KDE 4.8 is released around Jan 25th.
