Version:           unspecified (using KDE 4.7.3) 
OS:                Linux

The okular version 0.13.3 don't create a bookmarks if I click Ctrl+B shortcut

Reproducible: Always

Steps to Reproduce:
Click Ctrl+B

Actual Results:  
The bookmark isn't created

Expected Results:  
When I click Ctrl+B then is created a new bookmark

OS: Linux (x86_64) release 3.0.0-14-generic
Compiler: gcc

Works for me, are you sure it does not? Note that adding a bookmark will not prompt any dialog or anything, just show a start in the thumbnail bar and create an entry in the bookmarks menu.
