Version:           4.7 (using KDE 4.7.3) 
OS:                Linux

I've added 2 pop3 accounts but there is no folders for mail to left and it doesn't allow to create.

Reproducible: Always

Steps to Reproduce:
Open kmail add accounts, Download new mails


Expected Results:  
Mail download in folders

OS: Linux (x86_64) release 3.1.4-gentoo
Compiler: x86_64-pc-linux-gnu-gcc

Adding POP3 accounts is not enough, you have to add a local account (standard maildir recommended) where the POP3 mails are downloaded.

Closing, as the problem was most probably a misunderstanding how it works (although KMail should not start without a local folder...) Please reopen if you still have the problem and can give more information.
