Are you sure that encoding in configuration/editor/charset is ok ?. Don't know that, it's empty for me. And not even the quoted content use the wrong encoding, the unicode text from template is also ???? Use "Default" and retry please With default it becomes === us-ascii iso-8859-1 locale utf-8 === But still problem remains. The version you are using is that from the last 2 days? If not could you update and retest? There was a double encoding issue fixed 2-3 days ago in the templateparser.
