Version:           4.8 (using Devel) 
OS:                Linux

I'm using chinese locale, and when doing the reply, the content will become ???? (Title is ok). After that, the sending and type has no problem.

Reproducible: Always

Steps to Reproduce:
1. Choose a mail with unicode character.
2. Reply to this mail.

Actual Results:  
Content displayed incorrectly

Expected Results:  
Content displayed correctly

Are you sure that encoding in configuration/editor/charset is ok ?.

Don't know that, it's empty for me.

And not even the quoted content use the wrong encoding, the unicode text from template is also ????

Use "Default" and retry please

The version you are using is that from the last 2 days?
If not could you update and retest?
There was a double encoding issue fixed 2-3 days ago in the templateparser.
