Version:           unspecified (using KDE 4.7.3)

In KDE 4.7.2 "Battery" plasma applet showed how mach time battery should work. But after upgrade to 4.7.3 it doesn't.
Downgrading kde-base/powerdevil to 4.7.2 solves the problem.

I didn't try in 4.7.4, but with 4.8beta2 problem has gone.

This seems to be a distro configuration thing. Be aware that the display of remaining time is turned off by default in KDE and can be enabled using a hidden config option. You probably want to hear from your distributor about that.
