I have tried to send email to all three accounts I have setup, and kmail will not even try to send the messages.  I have checked all the account configuration, and I can receive just fine.  It appears that the send operation is completely broken.

Reproducible: Always

Steps to Reproduce:
try to send any email message and it just sticks in outbox.

Actual Results:  
nothing, that's the problem.

Expected Results:  
Messages to be sent, or at least the application to try and send the email.

OS: Linux (i686) release 3.0.0-13-generic

After an update it appears that the attempt is being made, its just very very slow.  As in the day after I finally filed this bug, Kmail attempted to send it.  Not sure what changed but it is now at least sending the email.  It has a little delay now, and it failed to send the attachments once, but at least its sending the email. 
Notes:  Waited 3 days and several configs (deleted the send/receive configs and recreated them) before filing this.
I also tried adding the dummy destination, and it wouldn't send through that either.
also tried several restarts, both powering off and killing all the processes. (Akonadi and mail related).
It appears that whatever was updated resolved the issue.
