the search function in the kde start menu remembers what program you selected from a search query and then ranks that program higher in the future when the same query is searched, but now it forgets them after a reboot.

changing to wishlist as this requires a change in behavior (need to save)

So bugs in kde only count as wishlist now?

This feature request was filed for KDE Plasma 4, which reached end-of-support status in August 2015. KDE Plasma 5's desktop shell has been almost completely rewritten for better performance and usability, so it is likely that this feature request is already implemented in Plasma 5, or is no longer applicable.
