After opening and closing big numbers of windows over time, the Taskmanager panel shows an empty "slot", i.e. a gap exactly the size of a task entry. 

Afterwards, the setting for "Maximum number of rows" is exceeded by one, with only one task in the excess row.


Reproducible: Always

Steps to Reproduce:
1. Set "Maximum rows" to 2 in the Taskmanager Settings
2. Open a big number of windows, so that the taskmanager panel gets filled up
3. Close some windows and again open windows
3. At some point, I can observe an empty "slot" in the Taskmanager panel, i.e. an empty space with exactly the size of a task

At the same time, the maximum number of rows is exceeded by one row, and there is only one task contained in that row.



Expected Results:  
Taskmanager panel should show no empty slot, and maximum rows setting should be respected.
