Actually, as soon as a job tracker start (plasma notification one), kde progress dialog stop to appear.


Reproducible: Always

Steps to Reproduce:

For plasma job tacker (that have a stop/pause button), it's quit cool. 

But for some other tools like icontask plasmoid (that show progress bar in icon), the kde progress bar shouldn't be disabled.




Expected Results:  
So, when registering, kio should let dev choose to disable or not this dialogs, ie:

org.kde.kuiserver /JobViewServer requiresJobTracker
should not always return false.
