You say "scrolling": may it be possible that you scroll on the destkop wallpaper which also switches the desktop? When I scroll on the edge of the desktop wallpaper, it switches desktops. When "Switch desktop on edge" is set to "Disabled", I think it should never switch desktops. Scrolling the desktop _anywhere_ switches the VD - that's a feature of the desktop, not the windowmanager. The feature you're toggling is about the mouse leaving the visible desktop bounds (w/ or w/o dragging a window) Maybe you just want to reduce the VD amount to one?
