As I understand now Dolphin has not standard way to install new service menu package. Yes, it can install .desktop files, but many service menu plugins contain several files and even some list of scripts.
Would be nice to see some standard mechanism to install so packages. Something like .plasma package.

Fixed, it's been 12 years and there's now a standard way to do service menus along with a tutorial: https://develop.kde.org/docs/apps/dolphin/service-menus/
