Phonon crashes (or doesn't start?) in the windows version of KDE 4.7.  this appears to be independent of which binaries are selected (I have tried different compiler versions in the installer)  This bug causes any application in KDE that is supposed to play audio not to and for systemsettings to crash when trying to configure phonon.

Reproducible: Always

Steps to Reproduce:
Open systemsettings and go to multimedia>phonon
Try playing music in juk

Actual Results:  
systemsettings crashed upon clicking on phonon
juk skipped to the next track immediately upon pressing play.

Expected Results:  
systemsettings should have showed phonon configuration stuff
juk should have played audio

This bug can be fixed by either reinstalling KDE now (the dependency should be fixed already), by installing an additional KDE package, or by running kdewin-installer in package manager mode and installing the vlc package by hand.
