Now I checked for other bug where rows are messed (show more rows than set in option) and I saw, that many people with that bug has also „ghost” elements. Maybe is the same bug which messes whole taskbar (rows and „ghosts”)? And those bug(s) https://bugs.kde.org/show_bug.cgi?id=278891 https://bugs.kde.org/show_bug.cgi?id=224447 I just didn't know that those bugs could be the same problem.
