I updated to KDE 4.7 with Kmail 4.7 on my Opensuse 11.4 system last weekend. In contrast to older Kmail versions 1.13.x it is no longer possible to manually shift the order of folders on a given folder level in the folder hierarchy. 

In Kmail 1.13.x (for KDE 4.4) this worked by performing the following steps:
 
Step 1: Right mouse click onto the top bar of the folder region. 
Step 2: Selection of the option for manual ordering option via dragging and releasing. 
Step 3: Dragging the folder to a a chosen position in the folder sequence (on the present folder level) and releasing it there. (The new position was clearly marked by a bold position line in older Kmail versions). 

In Kmail 4.7 step 1 and 2 can be done - however, step 3 is not possible. Kmail only offers a drag and drop into other folders and not to a new position in the folder sequence (on the folder's present level within the folder hierarchy).

Steps to Reproduce:
Perform the steps described above to reproduce the bug.  

Actual Results:  
Kmail only offers for a drag and drop of folders into other folders and not for a positions change in the order of the folders.

Expected Results:  
A change of the folders position in the folder order on a certain level of the folder hierarchy should be possible by dragging and releasing a folder.

Please, fix this REGRESSION since the order of mail folders is simply _bad_ (Incoming is somewhere in the folder list).
