Dragging object in the layers tree view, from one layer to another, has no effect

Reproducible: Always

Steps to Reproduce:
Make 2 layers. Draw an object in one of them, go to the tree view and try to move it to the other

Actual Results:  
Nothing happens

Expected Results:  
The object can be dragged and dropped to the destination

implemented moving object between layers

i am actually not sure if that was already working at some point
in the past or if it was never thought of before. but here we go...
