The purpose of the failsafe mode is to fix things when they are broken, not to do actual work.  Restoring user session in failsafe mode makes no sense and it can be harmful if a user’s process manages to crash the X server on startup.

Reproducible: Always

Steps to Reproduce:
  1. Start KDE in failsafe mode.

Actual Results:  
  1. The previous session is restored.

Expected Results:  
  1. Factory KDE desktop.
