I've set my KDE Control > Focus > Focus Stealing Prevention Level from its default (low) to higher settings (extreme), in order to prevent exactly that: focus stealing.  I expect this to:
1. prevent other apps from stealing my focus
2. prevent popups from this app from stealing my focus

However, what happens in reality is that new windows/popups go below my current window.  That isn't at all what I wanted.  I want my focus to stay where it is and allow me to continue to work on that window, with the popup still being on top (unless I click on something that would cause it to be otherwise).

I have Focus Follows Mouse set so that i can work where I point, not where the popups are.  This should only steal my focus for new windows if my parent window cannot do anything while the child window is open

Steps to Reproduce:
Set Focus Stealing Prevention to Extreme.  Open a program with multiple windows, for example Gimp.  Try to open a dialog (for example, a color correction dialog) that allows me to continue editing the image while this new window is open.  The new window opens below the existing window.  I don't want this new dialog to be hidden, I just didn't want it to steal my focus-follows-mouse.

Actual Results:  
The new window opens below the existing window.

Expected Results:

Perhaps my setting of 'Extreme' causes this behaviour that I don't want, and another option would better suit my needs?  If so, can these various levels of Focus-Stealing-Prevention be clarified in the Configure Window Behaviour dialog?
