The attach to process button can only be added in the debug toolbar. I usually want to attach to a process for debugging when 'im not already debugging, and I don't want the debug toolbar in the code area.
I think it would be nice to be able to add this button in another area, may be run or build toolbar ?

It's in the Run menu.
