The same thing happens when you login to your account via the local X server and e.g. NX and other X servers with different sizes. This is extremely annoying, because in my case this happens multiple times a day, and didn't exist in older versions of the KDE desktop. This problem is somewhat related to bug #132347, one should be able to specify relative positions of the edges of objects as it was possible for years using X11. Roman's comment reminds me that I forgot to follow-up regarding having widgets locked or not: It does not make a difference. The problem occurs either way. ~ray This bug looks like a duplicate of 209962, which according to comment #33 is fixed as of KDE 4.7.0. Bug reports: please confirm if it is actually fixed in 4.7.0 or mark this bug as duplicate of 275930 if you agree to my assessment. It still happens with 4.7.1. I use a non-maximized vertical panel and when I switch my monitor for a smaller one, after changing the monitor back, the panel is suddenly maximized. Hello! This bug report was filed for KDE Plasma 4, which reached end-of-support status in August 2015. KDE Plasma 5's desktop shell has been almost completely rewritten for better performance and usability, so it is likely that this bug is already resolved in Plasma 5. Accordingly, we hope you understand why we must close this bug report. If the issue described here is still present in KDE Plasma 5.12 or later, please feel free to open a new ticket in the "plasmashell" product after reading https://community.kde.org/Get_Involved/Bug_Reporting If you would like to get involved in KDE's bug triaging effort so that future mass bug closes like this are less likely, please read https://community.kde.org/Get_Involved#Bug_Triaging Thanks for your understanding!
