Well the "Home Folder" in Dolphin settings is just the folder that is automatically opened when you launch Dolphin, similar to a web browser’s home page whereas the "Home" entry in the places is your actual /home/username folder that is placed there as a shortcut for convenience; so actually those two things have nothing in common :) I think the "Home" entry in the places panel should always open $HOME. Places are conceptually static and independent of dolphin settings. One the other hand, the "Home" action follows the value of the "Home Folder". So the current state is really a bit confusing.
