When all of my virtual desktops are in folder view, changing the arrangement of desktop icons on one virtual desktop does not affect the arrangement on the other virtual desktops, and there are no settings to allow this to happen.

that's a feature, not a bug. you have turned on "per virtual desktop layout" and so that is precisely what you get.

How do you have different wallpapers while still having the icon positions between each VD stay in parity?
