I can confirm this bug. It happens every time I logout and then login. kde 4.6.3 Same with me. During the KDE sessions, the entries are present in ~/.kde4/share/config/kwinrc. The entries are blanked when logging out. Editing manually does not help, since they are cleaned again when logging into a KDE session. Same here with openSUSE_Factory and KDF. When desktop names are changed this is lost after a logout/login and default name are setted back : in french Bureau 1, etc ... I have the same problem on openSUSE 11.4 x86_64 kdelibs4-4.6.3-4.5.x86_64 This seems to be a subset of a larger problem. Other per-session information such as the items/widgets added to the systray (kmix, klipper for example) are not restored after a login/logout. I'm seeing the same thing with Konqueror settings as well. What is being restored seems to be settings from a week or more ago, those settings and items on the panel and systray. As already mentioned this seems to be a wider problem, for instance I have the desktop cashew present when I login despite installing the ihatethecashew widget. Same here: F14/4.6.3 and F15/4.6.3.
