If memory serves, only Emil and Aaron can open new sprints up meanwhile everybody else can propose and organize a new sprint. If it is an intended principle of this workflow, it should be well documented on the page.

Lydia Pintscher confirmed this subdomain no longer exists and that all bugs related to it can be closed.
