Same exact problem here with kde 4.8 on Arch linux. This seems to be fixed in KDE 4.7.4 (Fedora 16, x86_64 version). I've just re-checked (KDE 4.7.4 on Fedora 16 x86_64 as before) and I can change icons for folders, devices, and mime types, so this bug seems to be fixed for me. Perhaps there is some kind of regression KDE 4.7 -> 4.8 ? Changing the icons works in 4.7.4 and 4.8.0 for "fast local file systems", but in 4.7.4 a performance-bugfix (see bug 178678) in kdelibs disabled the checking of a custom icon for "slow local/non-local file systems".
