When opening System Languages for the first time, the user is presented with a message that he is missing some vital language-related packages. I did not note the exact wording. When the user gives authorization to install the missing packages, System Languages downloads 492 MiB of packages and install language support for 63 languages.

Note that I did configure English and Hebrew as languages in "Country/Region & Language" beforehand, however, Hebrew was _not_ one of the 63 languages that were installed.

OS: Linux (x86_64) release 2.6.38-7-generic

Note that this might be a problem with Kubuntu, not KDE. However, when following the directions on the Kubuntu Bug Reporting webpage [1] I was taken to BKO to file.

Note, also, that Hebrew is _not_ installed. The languages that were configured in "Country/Region & Language" beforehand were Hebrew and English.

The "System Languages" module in System Settings is indeed a Kubuntu-specific add-on, and not part of the KDE Software Compilation. Please report this bug to https://bugs.launchpad.net/ubuntu
