The window background of gtk-based applications is not uniform, but for example a white ring appears. In additions, it is independent of the application used, the oxygen color-scheme used on kde and the oxygen-gtk-version (1.0.1 and 1.0.3 tested).
I encountered this problem on openSUSE11.4 64bit KDE4.6.0, while on openSUSE11.3 32bit KDE4.4.4 it was all good. 
I attached a screenshot of nautilus using oxygen-gtk 1.0.3 64bit.

I found it depends on the nvidia (closed) drivers. All good with nouveau open-source ones.

This is a duplicate of bug 259822
Problem with recent nvidia drivers and Cairo.
You need to have a patched version of Cairo.

for instructions and possiblee patch to cairo (that you would need to compile manually).

Sorry, not much we can do about it.
