I see this on two different computers. When I log into KDE Num-Lock is enabled, yet as soon as I press SHIFT it is disabled. If I press shift while not being in KDE this does not happen.

German keyboard layout.

Checked same problem on Fedora16.

PS only Kate editor is not affected

Apparently this is a feature. To disable, go to settings->input devices->keyboard->advanced and set misc compatibility options->shift with numeric keypad works as in MS Windows
