Version:           0.10.5 (using KDE 4.4.5) 
OS:                Linux

There are certain "e-form" documents which seem to reload their content dynamically and otherwise only show a fallback page. Similar to <noscript> in HTML. Yuck!

Is there any solution on the horizon to support this format?
As I don't currently have a newer KDE system running, can anybody confirm that this problem still exists for trunk of Okular and/or poppler?

There seems to be a new version of the document available which demonstrates the issue as well:

The help text on the page makes the issue very clear:
»The eForm can only be opened and filled in using Adobe Reader or one of the Adobe Acrobat products.«

Yes, I have seen documents like this. Unfortunately it is not working in 0.12.8 (master/trunk). I apologize I cannot be of more help but maybe one of the other developers can help shed a little bit more light on this issue and the possibility of it being a part of Okular in the future.

Unfortunately support needs to be added upstream, to poppler. That is tracked by https://bugs.freedesktop.org/show_bug.cgi?id=14265

It would also help if EU forms didn't deliberately break support for non-Acrobat readers. Although given their heavy use of poorly-documented proprietary extensions that only Acrobat can read properly, it's not hard to see why. :(
