Reproducible: Always

Steps to Reproduce:
just log off and log in to kde

Actual Results:  
same error, kcminit does not work, no files visible in dolphin. status bar in dolphin reads 

could not start process unable to create io-slave:
klauncher said: error loading 'kio_file'

missed installing some packages.
