Version:           3.98.x (using KDE 1.2)

It gives me the message that it's already running. I have to re-boot to run it again.

Did it really refuse to run, or just give you the error message?  Try to run it again, and see if it goes further.

Also, you don't really need to reboot.  It's certainly a pain, but you can run the Windows Task Manager and kill any leftover KDE processes.

Also - there should be a new version of KDE for Windows (including a newer version of KMyMoney) out fairly soon.

When 3.98.x was released on Windows it is possible that the described behavior really occurred but I'm marking it as FIXED since then there are newer KDE on Windows releases on which KIO does not hang and, in turn, does not hang KMyMoney.
