When you receive a new message, you get a notification stating this. You cannot, however, open KMail using this notification. You have to open KMail by yourself.
Since I have KMail set to automatic e-mail fetching and have hidden its icon in the system tray (since it looks ugly, does not fit to the rest of the black and white icon and I have the e-mail notifier widget) there is no easy way of accessing KMail.

I assume your wish is about the mail notification plasmoid which is unrelated to kmail.

Nope, it‘s the default plasma notification that appears when KMail receives new mail.

This feature request was filed for KDE Plasma 4, which reached end-of-support status in August 2015. KDE Plasma 5's desktop shell has been almost completely rewritten for better performance and usability, so it is likely that this feature request is already implemented in Plasma 5, or is no longer applicable.
