The progress bar in Kmail is showing always 100%, which does not make much sense.

Reproducible: Didn't try

Which progress bar do you mean exactly?

Can not tell, there have been not packages for Kubuntu since Beta2, so I have reverted to Kmail1. I meant the progress bar in the right bottom corner, which you can see, if you enable that you want to see details.
