In KMail 1, when you selected a folder, the message list would show either:

1) an unread or new email
2) the last message you had selected

Also, the message display would show the last selected email. This no longer happens.

In Configure KMail > Misc, the setting "When entering a folder" has the option selected: Jump to last selected message.

Reproducible: Always

Steps to Reproduce:
1. Select a folder with more messages than the list view can show (that is, scroll bars)
2. Select an email in it, one that causes the list to scroll down
3. Select another folder
4. Select the first folder (from step 1)

Actual Results:  
The message list view shows the top message, the message view is empty.

Expected Results:  
The message list view should scroll to the last message I had selected and the message view should show that message.

Works for me in KMail 4.9.3. Can anyone else confirm it?

Confirm that it works fine in 4.9.3.
