Version:           2.15 (using KDE 4.5.2) 
OS:                Linux

Hi, I have this problem, I installed Kubuntu in czech language, with all language files, BUT, in ark's text viewer I have bad czech characters. I think the problem is in coding (I think the 1250 central europe is the good-one)

Steps to Reproduce:
Open tar.tgz file, click on txt file in it and look

Actual Results:  
in ark's text viewer I have bad czech characters

Expected Results:  
in ark's text viewer would be properly rendered czech characters

OS: Linux (x86_64) release 2.6.35-22-generic

Does it work fine if you have czech characters in an UTF-8 text file?
