Version:           4.3.2 (using KDE 4.5.1)

You can see that the area behind window decorations is blurred if the window decoration is made translucent via the “transparency” KWin effect.

If the whole window is made translucent (e.g. while dragging or via window menu), this is not the case. Even the area behind the decorations becomes un-blurreed again.

do you use wobbly windows effect for moving windows? If yes it is intended to 
have blur disabled.
