I have some old directories. At the time of creation the encoding was something "not-utf" - I think it was LANG=de_AT@euro (ISO-8859-15). After changing my system to UTF8 (LANG=de_AT.UTF-8) I have problems to access this files.
The same problem also exists when using a usb-stick with filenames (with äöüÄÖÜ) created under windows (german version):
* non-ascii characters are displayed as black diamonds with a ? inside.
* there is no way to access the data in dolphin / konqueror / any kde application: no such file or directory
** no way to enter such a directory
** no way to open such a file
** no way to get any information about such files
** no way to change the file/directory name



Reproducible: Always

Steps to Reproduce:
1) get a filesystem with filenames with "bad" characters in it
2) try to access such a file

Actual Results:  
no such file or directory

Expected Results:  
access to the data - at least the possibility to change the filename

If necessary: i can supply an image with such filenames
