Using okular with kile, okular often is idle for very long times before displaying page contents (e.g. 30 seconds); the pages displayed not updated (icon with blue sign in corner of white page).

The strange thing is that at the same time CPU load is very low so that the application seems to "hang" for reasons not obvious.

This seriously disrupts the workflow when writing documents.

Your description of the problem is unfortunately quite vague for it to be of any use. We'll need exact steps to reproduce it, e.g.
 * Open kile with this file (and attach the file)
 * Do this
 * Do that
 * Okular behaves wrong here

Otherwise trying to fix this bug is unfortunately chasing ghosts
