In systemsettings, when being in any kcm_foo module and recognizing a bug, first ones does is going to Help->Report bug...
This fills out a report about systemsettings, which MOST of the time IMHO is the wrong package. Better weould be if the bug reporter checks which kcm module is active and files the bug against THAT package, e.g. kcm_style.
