Item "Add panel" in cashew menu not displayed for default room.

Reproducible: Always

Steps to Reproduce:
Click to cashew.

Actual Results:  
Item "Add panel" not displayed.

Expected Results:  
Item "Add panel" is displayed.

Reproducable on Kubuntu Maverick.

this can be because:

* the widgets are locked
* no panel plugins were found

this does, however, work (confirmed with current builds)

Also I want say: item "Add widget" item is displayed in default room at the same time when "Add panel" item not displayed.

I try to add another room - in the second room this item is displayed.

Ok, I try to report to Kubuntu developers bacuse on the current Kubuntu Maverick build it's still issue, and will be big problem for release, if users remove panel - they can't add it back.

Id does "NOT" work for me.
My widgets aren't locked, add panel from cashew menu wont appear and if i right click on the desktop (folderview) i can clearly see "add panel" item for a while (less then a second). 
Then it disappears from that menu too (yes i can see the menu resizing itself).

I don't use Kubuntu, but archlinux.
Kde4.5.1
