Wasn‘t there a debate about this and plasma developers decided against this so useful idea? Voted for that. It should work the same way KMix‘ icon adjusts volume. Yes, we have the Fn-keys but why not make a more consistent overall look? Scrolling the volume icon -> Adjust volume, Scrolling the battery -> Adjust power comsumption, i.e. screen brightness.
